The Nueva Vizcaya State University (NVSU) in line with its mission of a globalized identity has opened its doors overseas to extend its capabilities and resources as an academe by forging a Memorandum of Agreement (MOA) with the Fulbright Education, an institutional education in Hongkong, on June 10, 2009.

In the said agreement, the Fulbright Education with address at 20 Saigon Street, 3FL., Kowloon, Hongkong represented by its Director, Dr. Rustico B. Santos, proposed that it be appointed as the Hongkong Campus of NVSU to provide educational services in the geographical area of Mainland China, Hongkong, Macau and Taiwan. While, NVSU as represented by its President, Dr. Marilou G. Abon has agreed to open its services to its neighboring countries.

At the onset, NVSU has agreed to the following terms; to provide letter of acceptance to obtain visas for Mainland Chinese students enrolling in any program of the university through Fulbright (Hongkong Campus), to facilitate accommodation of the Mainland Chinese students and guaranty their safety, to provide educational materials free of charge and give up to date advises relating to course offerings/programs, to provide English Remedial Class for the Chinese students and, to certify or authorize the Fulbright to collect all tuition fee, miscellaneous fee and all related school fee through the official website of NVSU.
