The university has recently enhanced its vision, mission, goals, and objectives (VMGO), resolving to become a globally competitive institution, during the 2018 Strategic Planning held at Benguet State University in La Trinidad, Bunguet on December 19 and 20, 2017.

In a memorandum released last January 24, 2018, the Office of the President said the revisions to the Nueva Vizcaya State University's (NVSU) VMGO would be effective immediately.

The revised vision statement reads: "A premier university in a global community", which is the main target of the entirety of the university.

It retained the four university core values: Academic Excellence, Cultural Diversity, Technological Advancement, and Social Responsibility.

However, the line, "Delivery of relevant and responsive programs, quality instructions and acquisition of highly competitive skills" was changed to "Delivery of high quality, innovation, and relevant instruction and acquisition of globally competitive skills". The line was revised to reflect the university's belief for innovation and globalization in order to achieve academic excellence.

Meanwhile, the revised mission statement reads: "To develop an empowered, productive, and morally upright citizenry through high quality, innovative, and relevant instruction, research, extension, and entrepreneurship programs adhering to international standards"

The goals were also revised to concentrate on Advanced Education and Higher Education Services, Research & Development and Extension, Business Affairs and Resource Generation, and General Administrative and Support Services.

According to Dr. June Grace C. Domingo, University and Board Secretary, the enhancement of the university's vision, mission, goals, and core values is one of the university's responses to ASEAN's call for globalization and internationalization.

The university vision was last revised in 2006 following NVSU's change of academic status from a State College to a University.
