As part of its commitment to the Department of Interior and Local Government (DILG), Nueva Vizcaya State University (NVSU) agreed to conduct and facilitate the Sangguniang Kabataan Mandatory Training (SKMT) classes for newly-elected SK officials of 133 barangays of Nueva Vizcaya, in several batches.
SK officials from Dupax del Norte attended the training on May 21, Kayapa on May 22, Aritao on May 23, Bagabag on May 24, Dupax del Sur on May 25, and Kasibu on May 26. The batches of trainings were mostly held at the University Mini-Theater and at the Dumlao Farmers Training Center on the last day. Participants from the different municipalities totaled up to 1,064.
During the opening program, Dr. Andres Z. Taguiam, University President, expressed his gratitude towards DILG "for giving NVSU the opportunity to help the youth become better and effective leaders."
Among the objectives of the SK mandatory training, according to DILG, is to strengthen and empower SK officials as a useful conduit in community development.
The one-day training covered modules on decentralization and local governance, SK history and salient features, how to conduct meetings and craft resolutions, how to do planning and budgeting, and code of conduct and ethical standards of a public official. The topics were prepared by the National Youth Commission (NYC) and the DILG.
With this, the University designated Dr. Elmer T. Castañeto as training manager and Prof. Josue A. Chua as assistant training manager. Faculty and staff members who served as training resource persons included: Mr. Lloyd Geoffrey R. Quiben, Ms. Jezza-Lyn L. Bautista, Mr. Alvin B. Felix, Dr. Christina R. Salvosa, Dr. Micah Ryan B. Ramel, and Prof. Rachel Hope R. Tiongson. Meanwhile, Mr. Rogelio P. Pascua, Ms. Lorena P. Laguardia, and Ms. Cherrie Prelle C. De Guzman were designated as members of the secretariat.
The conduct of the SK mandatory training was in line with the pilot implementation of the SK Reform Act or Republic Act No. 10742.
A Memorandum of Agreement (MoA) was forged between NVSU and DILG Region 2 on April 24, 2018 to solidify their partnership in the conduct of the SK mandatory training.
Together with NVSU President, Dr. Andrez Z. Taguiam, in the signing of the MOA were Batanes State College President Dr. Alfonso R. Simon, Cagayan State University President Dr. Urdujah A. Tejada, CESO II, Isabela State University President Dr. Ricmar P. Aquino, Quirino State University President Dr. Samuel O. Benigno, and Regional Director Jonathan Paul M. Leusen, Jr., CESO IV in behalf of the DILG.
