The Nueva Vizcaya State University (NVSU) made a leap towards the realization of its vision and mission after its General Administration and Support Services (GASS) was granted the coveted ISO 9001:2015 Quality Management System (QMS) Certification on June 6, 2018 at the University Mini-Theater.
In his welcome message, University President Dr. Andres Z. Taguiam congratulated the different GASS Unit Directors and Staff for their dedication and commitment during the preparation for the ISO audit. He challenged the GASS to "live up by the standards set by the ISO, work harder and keep our enthusiasm towards excellent and genuine service."
Later on, he commended Dr. Jocelyn P. Cabrera, Director of Quality Assurance and Accreditation and the Quality Management Representative, for "pushing through" amidst the many challenges she faced as she spearheaded the preparation for the certification.
In her speech, Dr. Cabrera said that there were indeed challenges during the preparation. However, she further explained that "because of our enduring belief in hard work, dedication, and commitment, and the support of our President," the GASS was able to look pass these challenges and all who labored "emerged as winners."
Dr. Araceli V. Domagas, VP for Administration and Finance, revealed that a significant change in the different procedures and processes in the different GASS offices can now be felt. "Each and every one of us now in GASS is very much concerned of our tasks to maintain and sustain the certification given to us. Lahat ay conscious sa mga processes, to the extent that no documents will be approved or endorsed if the proper procedures is not followed," said Domagas.
President Taguiam, together with Dr. Cabrera, Dr. Domagas, Dr. Carlo F. Vadil; Campus Administrator of Bambang Campus; and GASS Unit Directors, received the certificate from Ms. Mary Glory Caunin, a representative from the ACS W3 Solutions, United States and JBDC OHSEC Consultancy Services.
Furthermore, NVSU is now eyeing its Research, Extension and Business Development (REBD) and Higher Education sector to undergo the same certification by year 2019. President Taguiam confirmed that a three (3) million budget was approved by the Department of Budget and Management (DBM) to fund the endeavor. He also expressed his confidence towards GASS in assisting REBD and Higher Education in attaining its ISO certification.
NVSU established the GASS QMS on January 2017 in adherence to the Administrative Order No. 161 or otherwise referred to as the "Institutionalizing Quality Management System in Government" amended by Executive Order No. 605 as part of implementation of the Government Quality Management Program, Performance Based Bonus (PBB), SUC levelling and CMO No. 46, series of 2012.
The Board of Regents of the university supported the endeavor through BOR Resolution No. 01-11-13, s. 2017 during the regular board meeting on January 11, 2017.
In September 2017, the university engaged the services of JBDC OHSEC Consultancy Services to assist in the university-wide effort of putting in place the mandatory requirements of ISO 9001:2015.
By January 2018, a total of 92 processes and procedures were created in different GASS offices and were immediately implemented. The ACS W3 Solutionz, United States conducted the audit from February 27 -28, 2018.
Having registered zero major nonconformity in the processes surveyed, NVSU was then recommended by ACS W3 Solutionz, United States for certification with the International Organization for Standardization (ISO).
