NVSU strengthens role in education, public service through DAP-GSPM partnership, SDGS, Futures Caravan
Reinforcing its role in both education and public service, Nueva Vizcaya State University (NVSU) continues to position itself as a catalyst for transformative governance and sustainable development after formalizing its partnership with the Development Academy of the Philippines – Graduate School of Public Management (DAP-GSPM) through a Memorandum of Understanding (MOU) signing, alongside the co-hosting of DAP-GSPM’s Sustainable Development Goals (SDGs) and Futures Regional Caravan at the NVSU Bayombong Gymnasium, April 29.
The event gathered leaders from across Nueva Vizcaya, including representatives from Local Government Units (LGUs), State Universities and Colleges (SUCs), and National Government Agencies (NGAs), promoting a multi-sectoral platform for advancing sustainable development goals and futures thinking in the province.
Representing Governor Atty. Jose "Jing" V. Gambito, Vice Governor Eufemia A. Dacayo conveyed the province’s appreciation for the initiative spearheaded by DAP-GSPM, emphasizing the urgency of resilience in today’s rapidly evolving landscape.
Meanwhile, DAP-GSPM Senior Vice President and Dean Dr. Lizan E. Perante-Calina highlighted the significance of formalizing the partnership with NVSU, noting that capacity building remains crucial in navigating the complexities of modern governance.
The partnership, she added, is anchored on a shared vision of preparing Nueva Vizcaya for a more resilient and futures-oriented trajectory.
In his message, University President Dr. Wilfredo A. Dumale Jr. stressed that collaboration lies at the heart of meaningful institutional progress. He noted that partnerships, such as that with DAP, serve as a foundation for elevating governance and public service.
Drawing from the university’s longstanding engagement with DAP programs, Dumale underscored how these initiatives have significantly enhanced the capabilities of NVSU personnel, enabling them to operate at higher levels of governance and service delivery.
The MOU signing formally established a strategic alliance between NVSU and DAP-GSPM, signaling the beginning of deeper collaboration in research, capacity development, and knowledge exchange.
University officials, alongside DAP leadership, affirmed their joint commitment to fostering innovation, co-creating knowledge, and advancing sustainable development outcomes in the region.
Complementing the partnership, DAP-GSPM also turned over key knowledge resources to NVSU, including comprehensive research compendia that provide valuable insights into local governance and sustainable development in the Philippines.
As a highlight of the caravan, distinguished resource persons from the Development Academy of the Philippines – Graduate School of Public Management delivered research-driven insights that informed both policy and practice. These included Dr. Ara Joy Pacoma-Raytos, Ms. Ainna Shariz E. Comia, Prof. Eric Daniel De Torres, and Ms. Chariz Christelle J. Go.
According to DAP, the initiative also marks its first-ever partnership with a state university, underscoring the strategic importance of the collaboration.
Through the SDGs and Futures Regional Caravan and the newly formalized partnership, NVSU and DAP-GSPM reaffirm their shared commitment to empowering institutions, strengthening governance systems, and advancing a culture of sustainable and ethical leadership—further solidifying NVSU’s role at the intersection of education and public service in building futures-ready communities.
